Harpoons, spearguns and crossbows are marginally used in modern war, specially due lack of fire, being more silenced, and the hability of a quarrels or spears to penetrate bulletprof armors, and in speargun case the hability to shot underwater, but low range, lack of magazine, high size of ammunition and other defects make them quite useless compared to a fire gun.
Chineese Chu-ko-nu are a special crossbow with magazine, abled to rapidly shot. With compressed air could be teorically modify to make it semi automatic and still have decent power to kill enemies. So Arrow laucher is a special speargun with chu-ko-nu's modified magazine, but have none real comparable weapon.

In the game, the Arrow Launcher have 15 arrow load capacity. Do little damage even with headshots, but it's fast and controled fire make easy to kill by converting enemies into pincushions.
